Toko-san is the name of the man. He is a Japanese citizen. He recruited Zeppet, a design firm, to create the clothing for the Collie-type dog. It took the agency 40 days to prepare.

Toko-san, who posted images of himself in the outfit, stated, "I built the collie because it seems real when I wear it." I figured a larger animal would be just about my size - this would be a realistic model - so I opted for a dog.
