Rajasthan: Compulsion of Father’s Name in Caste Certificate Abolished

In Rajasthan, the requirement of the father's name has been removed in the issuance of caste certificates for SC, ST, OBC and EWS. The children of a single mother can now be issued a caste certificate in the name of the mother instead of the father. After the approval of the cabinet, the Department of Social Justice and Empowerment has issued a circular. In regards to the issuance of a caste certificate in the name of the mother.

According to the new provisions, women living apart from their husbands due to family disputes, estrangement and domestic violence, who are not divorced, are equal to the caste of the woman and her husband. Also, legally divorced women, whose husband and the woman are of the same caste will be able to issue a caste certificate in the name of their mother to the children of such women.

Caste certificates on the basis of mother's caste

Caste certificates have been made on the basis of the father's caste till now. But the exemption will be given in the cases of searched, widowed and abandoned. According to the circular, now in the case of children of widows and abandoned women. A provision has been made to make caste certificates on the basis of the caste of the mother. Such a single mother, whose children's father is not known, neither the caste of the father is known. The caste certificate of the children can be made on the basis of the caste of the mother.

Certificate of Economically Weaker Section (EWS)

Economically Weaker Section (EWS) is the biggest basis for the calculation of income in the certificate of EWS. In EWS cases, income certificates of children will be issued on the basis of the income of the divorced woman. For EWS women who are living separately from their husbands due to domestic disputes, their income will be added to the income of the husband. The husband's income will be added to their income until the divorce takes place. An income certificate will be issued on the basis of that income only.

Why caste certificate is necessary?

A caste certificate is necessary for taking advantage of government schemes, taking scholarships and applying for government jobs. Reservation of SC, ST, OBC and EWS is available only on the basis of caste certificate. Children of single mothers used to face many problems due to the compulsion of the father's name in the caste certificate. Now the issue of caste certificates in the name of the mother will make it easier for them. Children of single mothers will now be able to easily apply for government jobs along with taking advantage of scholarships and government schemes.
