Haryana: Under the Regularization Policy, About Five Thousand Confirmed Employees will not Get Promotion

Under Haryana's regularization policy of the year 2014, about five thousand confirmed employees will not get promotion.  Neither will they get any other benefits of promotion.  However, these employees will be given the benefit of child care leave, education allowance for children, travel allowance (LTC) and annual increment.

 The General Administration Department has issued written orders in this regard to all administrative secretaries, heads of departments, divisional commissioners, deputy commissioners, registrars of the university and managing directors of board-corporations.  Many departments had recommended to the state government that these employees could be given the benefit of promotion and other facilities.

 When the government sought opinion from the Advocate General, the AG office made it clear that there are orders to maintain the status quo in the case from 26 November 2018, citing the ongoing case in the Supreme Court.  If these employees were given promotions, then it would be a direct violation of the order of the Supreme Court.  The government issued instructions not to promote anyone.

Let us tell you that the government of former Chief Minister Bhupendra Singh Hooda had made three different policies to ensure raw employees just before the 2014 assembly elections.  The first policy was formulated on 18 June 2014, where around five thousand employees who completed three years were confirmed.  In July, a new regularization policy was made to regularize the employees who have completed ten years till 31 December 2018.  In the last innings, the Manohar government has confirmed the services of 14,000 guest teachers coming in this policy for 58 years, while the High Court turned down the expectations of three thousand power employees and three thousand employees of other departments.
