The Election Laws Amendment Bill 2021 contains various changes which were in discussion for a long time. Registration in the electoral roll can be done on the basis of an application by a person who is eligible to be registered as a voter.

Lok Sabha passed the Bill

There is a provision in this bill, under which the new applicant can voluntarily provide the Aadhaar number with the application for the purpose of identification, but it also provides that no application will be rejected on the ground that the Aadhaar number is not there. On Monday, the bill related to electoral reforms was passed by the Lok Sabha. In this bill, it was said that voter cards should be linked with Aadhaar, after which the opposition party raised objections. On the other hand, it has been said by the government sources that due to Aadhaar, no application will be rejected.

Linking of Aadhaar with Electoral Roll (list) will solve a major problem in troubleshooting (electoral database management). In many places, one person has more than one enrollment (multiple enrollments). There will be a frequent change of residence if affected. In this way, the problems of voters whose names appear in more than one electoral roll or more than once in the same electoral roll can be overcome.

Once the Aadhaar is linked, when someone will apply for new registration, the voter list data will immediately alert the existence of the previous registration. The voter list will be improved to a great extent and will facilitate voter registration in the place where they are ordinarily residing. Through this bill, The Representation of the People Act, 1950, and the Representation of the People Act, 1951, will be amended.
