Subhash Chopra was appointed for the post of Delhi Pradesh Congress Committee chairman, which was lying vacant after the death of former Chief Minister of Delhi Sheila Dixit. Congress President Sonia Gandhi has tried to hit many targets with one arrow by placing a bet on senior Congress leader Subhash Chopra.  Along with this, by making Kirti Azad in charge of the Election Campaign Committee for the Delhi Assembly Elections 2020, a challenge has also been presented to the BJP and the Aam Aadmi Party.

Sonia Gandhi has tried to impress Punjabi voters by making Subhash Chopra the chairman of Delhi Pradesh Congress Committee, then the bet is to bring back the voters of Purvanchal by making Kirti Azad in charge of the Delhi Assembly Election Campaign Committee. In the politics of Delhi, Punjabi and Purvanchali voters are considered kingmakers.

There are about 16 percent Punjabi voters in Delhi and Purvanchali voters are around 30 percent. In view of this, Congress has played bets on Subhash Chopra and Kirti Azad. The Congress is assuming that if the Purvanchal and Punjabi voters join together, the party will not only fight strongly in Delhi but can also win a good number of seats.

Aam Aadmi Party Chief Arvind Kejriwal belongs to Hisar in Haryana, while BJP President Manoj Tiwari is originally from Bihar. In such a situation, Congress President Sonia Gandhi has played local card by giving preference to Delhi resident Subhash Chopra. Chopra has been active in Delhi politics for many decades.
