The start of the IPL in March means that players from Australia, England and New Zealand will not be able to participate in the opening matches.

The last match of the T20 series between Australia and New Zealand is to be played on 29 March. The Test series between England and Sri Lanka will end on 31 March. This means that players of these four teams will not be able to be part of the opening matches of the IPL. A few days ago an official of an IPL franchise team said that they are expecting that the Governing Council will conduct the tournament in the old format.
