Social Media: In what Cases does the Level of Manipulated Media Apply?

The dispute between Twitter and the Government of India has become quite old now. For the last two years, there has been a tussle between the Government of India and the microblogging site Twitter. Every day there is some dispute from both sides. Recently, there was a lot of controversies even after the new privacy issued by the Government of India regarding social media.

Twitter first told the Delhi High Court that it has appointed an interim chief compliance officer, while Twitter has taken this decision after the last notice given by the government. A few days ago, the tweet of a BJP leader was told by Twitter as Manipulated Media.

There is always a debate on social media regarding Twitter's content policy. People think that Twitter's policy is not the same for everyone. It has happened many times that Twitter has changed its decisions after the controversy. Let us try to understand Twitter's content policy in simple language, under what circumstances does Twitter describe a tweet as manipulated or fake?

What is Twitter's policy?

Twitter has clearly written on its website that it does not allow any kind of violence, harassment, and other similar behaviour on its platform, then the question arises here that when the video of Ghaziabad's assault is going viral. Why is Twitter not taking action on it, why Twitter is not implementing its policy here?

Violent Threat: You may not make violent threats to any individual or group. We also stop glorifying violence.

Terrorism/violent extremism: You cannot threaten or promote terrorism or violent extremism.

Child sexual abuse: We on Twitter absolutely do not tolerate child sexual abuse.

Humiliation / Harassment: You may not harass or instigate other people to do the same. This includes wanting or expecting to cause bodily harm to any person.

Hateful Behaviour: You may not incite violence, threaten, or harass other people based on race, ethnicity, national origin, colour, gender, gender identity, religious affiliation, age, disability, or serious illness.

Committing suicide or self-harm: You may not encourage or encourage suicide or self-harm.

Sensitive media, including highly violent and adult content: You may not post media that shares highly violent or adult content within the live video or in profile or header images. Media depicting sexual violence and/or assault is also not allowed.

Non-consensual nudity: You may not post or share intimate photos or videos of someone that have been taken without their consent.

When does Twitter use the manipulated media level?

Twitter usually applies a manipulated level to tweets (photos, videos) containing an edited media attachment, although how Twitter checks whether a photo or video is edited is not publicly available. Twitter says that you cannot share synthetic and manipulated media with the potential to cause harm.

Twitter provides manipulated level as well as level on source related to that matter. Overall, Twitter's policy is similar to that of companies like Facebook, YouTube, and Google, but Twitter is not able to implement it strictly. Unlike Facebook, you cannot see a video of a fight going viral on Instagram and YouTube. After some time, these platforms remove them or blur them, but Twitter does not do this.
