The Odd-Even Scheme is going to be implemented from Monday in the midst of poisonous air in Delhi. Due to the deteriorating conditions, health emergency is already in place in Delhi, whether there will be some drop in pollution after odd-even or not. The Odd-Even scheme will be implemented in the capital from November 4 to 15, on Friday.

This time, private trains run by CNG will not get an exemption. This rule will also apply to trains coming to other states. Women car drivers, school children and towlers will get discounts. An invoice of Rs 4000 will be deducted if the rules are broken. The timings of Delhi government offices have been changed during Odd-Even. Some government offices will open from 9.30 am and some offices will be open from 10.30 am.

What is the odd-even scheme
The same number of vehicles will run on the streets with the date of the odd numbers on November 5, 7, 9, 11, 13, 15 the last digit of the number plate being 1, 3, 5, 7, 9. The last digit of the number plate 0, 2, 4, 6, 8 will run on even dates like 4, 6, 8, 12, 14 November. The ban will be in force from 8 am to 8 pm. Sunday will not be odd-even, the Transport Department issued its notification.

Time also changed for government offices
For Odd-Even, Delhi Government has also changed the time of its offices. The timings of the offices of ITO Area, Delhi Secretariat, Vikas Bhawan and Civil Lines Area have been changed during Odd-Even. Some offices of ITO and Delhi Secretariat have been timed from 9.30 am to 6 pm, while some offices will be open from 10.30 am to 7 pm. Apart from government offices at ITO and civil lines, the offices at other places will remain the same as before. Transport, education, MCD, higher education offices in Civil Lines will open from 10.30 am, while Tourism, Labor, Revenue offices will open from 9.30 am. Private institutions have not been given any order this time.

CNG cars are not exempted this time-
This time, even private vehicles run by CNG will not be exempted from Odd-Even. Earlier, when both the Audi-Even scheme was implemented in Delhi, CNG vehicles were exempted, but this time CNG vehicles got in view of complaints of rigging in distributing CNG stickers at the time of last Audi-Even. The exemption has been withdrawn. In other states, this rule will also be applicable on trains going to and from Delhi. Meaning, even if someone's car is registered in places like Ghaziabad, Noida, Gurgaon and runs by CNG, they will not get any discount. Trains registered in other states will also come under the ambit of Odd-even.

Discount on taking children to school-
Children's school starts before 8 am and there will be a discount on taking children to school. This arrangement is based on trust. Just like there is an emergency system, there will be exemption on the basis of trust in bringing and taking children from school. Those who are going to drop their children from school or are coming from school and they will be exempted from odd-Even if there is a child wearing a school dress in their car. But if a person is coming or going to take the child to school, then the school can show the I-card given to the parents, although there are no clear guidelines on this issue in the notification.

Women discount
Those vehicles which have only women or have children with school uniform are exempted from odd-Even. Or if a child up to 12 years is in the car. Keeping the safety of women in mind, like last time, this time too, women car drivers will be exempt during odd-even.

2 thousand private buses will run
The Delhi government has decided to run 2,000 private buses on the roads. The last time there were only 500 inhabited during Odd-Even. All cluster buses will also be fitted with the entire fleet of DTC buses. However, private bus operators say that if the schools are closed during odd-even bus then buses can come easily. Due to pollution, schools have been closed till November 5 and if the situation of pollution remains, then schools may be closed for some more time.

Metro will increase
Delhi Metro will conduct 61 additional trips and a total of 5100 trips through 29 additional trains. To ensure smooth operation of all metro lines and trains, 35 teams will be deployed at all major metro stations.

Cab fare will not increase
During Aud-Even, people are also afraid of increasing the cab fare. However, companies like Ola and Uber have assured that there will be no surging pricing (rent increases as demand increases). An Uber spokesperson had said, "We want to make sure that the movement on our behalf is smooth during the Odd-Even scheme and we have decided to keep Surge Pricing inactive during this period." We fully support the Delhi government's move and wish it success. '

Who can put challan of 4000 rupees
Four departments will have the right to impose challan on vehicles violating odd-Even. SDM and Tehsildar of Revenue Department, Traffic Police, Transport Department and Assistant Traffic Inspector Team will be able to impose fine on violators this time. This time a fine of Rs 4000 will be imposed for violation of odd-even. Earlier it was two thousand rupees. Officers of the rank of Head Constable or above of Delhi Police, Head Constable of Transport Department and officers of higher rank, all SDMs, Tehsildars and this time Assistant Traffic Inspector of DTC have also been given the responsibility of challaning.

Who is exempt, who is not
President, Prime Minister, Vice President, Speaker and Deputy Speaker of Lok Sabha, Chief Justice, Union Minister, Leader of Opposition in Lok Sabha and Rajya Sabha, Judge of Supreme Court and Delhi High Court, Chairman of UPSC, Lokayukta, CAG, Election Commissioner, Police Commissioner, LG and other states Governor and Chief Minister of Delhi, PCR and other vehicles of Delhi Police, Enforcement of Transport Department Ent include wing cars, ambulance, fire tender, the prison vehicle, Embassy of carts, Paramilitary Forces and Army vehicles, VIPs escort vehicles of troops deployed in security, vehicles carrying disabled patients and others. But the Chief Minister of Delhi, his cabinet colleagues and other MLAs are not exempted.
