Russia had organized a conference regarding peace talks in Afghanistan. America, Pakistan, and China were invited to this, but India was not invited. Representatives of the government of Afghanistan and the Taliban were also involved in this conference. These talks are happening through the initiative of ‘Troike’, in which Russia, China, and America are talking to different sides. It started two years ago.
Russian Embassy issued a clarification
There was a lot of discussion in India about this. Then the Indian Foreign Ministry refused to comment on this. When the dispute escalated, the Russian Embassy in India issued a clarification and said that India is playing an important role in Afghanistan and India is an important participant in the talks related to it. But now the attitude of Russia seems to be changing. It seems that he has made up his mind to include India in this dialogue.
The official Twitter account of the Russian Embassy in New Delhi tweeted that “Russian Foreign Minister Sergei Lavrov recently said in Tashkent that India and Iran can also be included in the Troika format on Afghanistan so that This conversation can be expanded further. The Russian Embassy has also retweeted two tweets by Russian diplomat Dmitry Solodov in India.
Russia and India are deeply connected
Dmitry wrote in his tweet, “To overcome the deteriorating situation in Afghanistan, it is necessary that regional consensus is reached and talks reach a solution. Russia and India are deeply connected on various forums regarding Afghanistan. Among them are the SCO Afghanistan Contact Group and the Moscow Format. These are very effective platforms and are committed to results. Russia is very dedicated to cooperation with India on the Afghan issue.
On July 21, the English newspaper Economic Times report also said that Russia has invited Iran and India for the first time in the Russia-US-China Tropic Plus. In this meeting, the future of the landlocked country Afghanistan and the Taliban is being discussed. The meeting of TROIC Plus with India and Iran can be held in Moscow in the coming days soon.
Continuous meetings are being held on the issue of Afghanistan
According to ET’s report, the decision to invite India was taken at the South Central Asia Connectivity Summit in Tashkent last week. Earlier, Indian External Affairs Minister S Jaishankar had made several visits. Recently, S Jaishankar visited Moscow, Tehran, and Central Asia, where regular meetings are being held on the issue of Afghanistan. At the SCO meeting in Dushanbe last week, Jaishankar had asked the Taliban to take a stand as per the talks held in Moscow, Doha, and Istanbul.
Earlier, Jaishankar had talked about the partnership of Iran, Russia, and India in Moscow. Today i.e. on July 21, Jaishankar has tweeted that he has spoken to Iranian Foreign Minister Javad Zarif. In the previous talks of Troike, India was not invited by Russia but Pakistan was invited. Russia has emerged as a major player in Afghanistan amid the growing influence of the Taliban.
The Taliban in Central Asia
On 9 March, a report was published in the Indian Express that India has finally joined the list of six countries to decide on the roadmap being prepared for peace in Afghanistan. For the last six months, India was constantly trying for this. It is said that Russia is concerned about the growing influence of the Taliban because it fears that the influence of the Taliban in Central Asia may encourage Islamic extremism.
Russia suggested the way
According to the Indian Express report, the US suggested this new mechanism, while the plan suggested by Russia did not include India in the list of these countries. Sources had told The Indian Express that in the midst of growing closeness between Russia and China, the method suggested by Russia was to put Russia, China, America, Pakistan, and Iran on the negotiating table.
An official told the newspaper that this was done at the behest of Pakistan, which does not want India to be a part of the roadmap being prepared for peace in the region. But India had been working on this for a long time and this India approached all the important characters in Afghanistan and beyond so that they could be a part of this table of talks. However, Russia rejected the Indian Express report.
The democratic values
Now being a part of this team, India hopes that it will play an important role in setting rules especially regarding terrorism, violence, women’s rights, and democratic values. India believes that it wants an Afghanistan-led, Afghanistan-controlled, and Afghan-owned system, but the ground reality in Afghanistan has been such that this has not happened here.
According to a report published in Tolo News in March. US Secretary of State Antony Blinken last week sent a letter to Afghan President Ashraf Ghani. High Council for National Reconciliation President Abdullah Abdullah at a regional conference under the auspices of the United Nations. Under this, the foreign ministers of America, India, Russia, China, Pakistan, and Iran will try to better Afghanistan.
