The hundred percent cut-off race for admission to Delhi University will stop from next year. In fact, the new education policy proposes admission to the graduate program through joint entrance examination.

The National Testing Agency will conduct joint entrance exams for all universities. Universities and colleges will enroll on its merit only. The government believes that universities and colleges should focus on education and research. Therefore, work like exams or entrance exams should be done by the National Testing Agency. This will increase quality, save time and money as well. Now a student has to fill the form of five to ten universities for admission.

All the universities and colleges will start studying through open and distance learning to prevent higher education from dropout. Till now the University Grants Commission (UGC) approves distance education to some institutes based on the scores and other standards found in NAC Accreditation.

Government will eliminate subjects which are not useful at the undergraduate level. On the lines of Nalanda-Taxila, Multi-disciplinary degree courses will be started instead of one subject. Various subjects will be studied in universities or colleges of law, engineering, management, pharmacy etc. Higher educational institutions will be divided into two parts. Higher education institute will focus on research and studies. Whereas, in the Higher Education Institution cluster, small colleges will be able to merge into larger colleges or universities.

Studies will be conducted on the basis of efficiency and competence in various subjects. Emphasis will be on skill development with knowledge so that employment opportunities are available. The M.Phil program will end and the Ph.D syllabus will be set afresh. Like IIM's, IIT's will become model public universities on the lines of the United States, which will teach liberal education. Vocational education will be promoted too.
