This means that the field umpire will not give his decision on the no-ball without the consent of the third umpire. From the ICC, it has been said that the benefit of doubt will be given to the bowler here.

The ICC has said that if there is a delay in passing the decision, then the umpire out on the field will change the decision (in case the batsman is out).
