The Central Government has proposed that all the recruitment for Group 'B' and Group 'C' posts to be done by specific agency through a single examination i.e Common Eligibility Test (CET). Explain that among other services of Union Public Service Commission (UPSC) Group 'A' and Group 'B' (Gazetted), Indian Administrative Service (IAS), Indian Foreign Service (IFS), Indian Police Service (IPS) and Indian Forest Conducts Civil Services Examination every year for the selection of officers of the service (IFOS). Apart from this, Staff Selection Commission (SSC) also makes recruitment for Central Government Departments – mainly recruited to select employees in Group 'B' posts.

The Ministry of Personnel says, "Group 'B' constitutes a specific agency to conduct common eligibility test for selection of candidates for appointment to non-gazetted posts, certain posts of Group 'C' in Government and these posts in subsidiary government organizations. It has been proposed to do this. "Minister of State for Personnel Jitendra Singh said that the proposed steps provide equal opportunities to people coming from any background. Apart from this, it will be economical for the government agencies conducting the examination and those who appear in the examination.

Singh said, "This is one of the many steps taken by the Prime Minister Narendra Modi-led government for ease of governance and ease of life." The Ministry of Personnel has administered other Ministries / Departments of the Government of India, State Governments / UT Administrations and has sought answers from people / partners, "especially candidates seeking to apply for government / public sector jobs". According to the latest government information, as of March 1, 2018, out of a total of 6,83,823 vacancies in Central Government departments, 5,74,289 posts are Group C, 89,638 Group 'B' and 19,896 posts of Group 'A'.
