Why is Pixel smartphone not launching in India?

Normally 60Hz frequency does not require a license, but 60Hz frequency in India also costs money and hence it cannot be used as such. It is used at certain times. Google Pixel 4 has Soli Radar and uses 60Hz mmwWave frequency. Perhaps this is the reason why it is not being launched in India.
