The transfer of soldiers in the security forces is a big problem. A large number of transfer applications are being rejected every year. In view of the increasing grievances of the jawans, the Ministry of Home Affairs has asked all the security forces to strictly follow the rotational transfer policy between hard and soft postings and make all transfers through software. This will ensure transparency in transfers.

Referring to the Home Minister's instructions, the letter sent to the security forces said that ITBP, CISF, and SSB have informed that their software is ready and they have also started using it. Whereas CRPF, BSF, and Assam Rifles have said that their software is in an advanced stage. The ministry has told all the security forces that a lot of time has passed since the instructions of the Home Minister, so now it should not be delayed.

According to the data, in the year 2016, about 30 percent of transfer applications were rejected, but in subsequent years this figure has reached 50 to 60 percent. The jawans are worried about not getting a transfer to the place of their choice. At times, due to the complicated transfer policy, there is a long delay in even deciding on a proper transfer application.

However, officials associated with the security forces claim that a proper mechanism has been put in place in all the security forces regarding the transfers. An official said that a large number of such personnel apply who do not fulfill the eligibility for transfer. Most of the applications are also rejected by those who apply without completing their tenure of posting.

Officials claim that if there is any medical necessity or any other emergent situation then such cases are considered on a priority basis. While there are many complaints of soldiers belonging to the paramilitary force, who had to wait for a long time for transfer on medical grounds as well. They were not even called and talked to by the competent authorities.

According to the data, in the year 2016, about 29.58 percent of transfer applications were rejected. Whereas in the year 2018, this figure crossed 60 percent. The first transfers were banned in the Covid period. Later, conditional transfers were also done with great difficulty, due to which this figure increased even more.
