The PSA was implemented in the year 1978 by former Chief Minister Sw Sheikh Mohammad Abdullah. At that time, he made this law to prevent the elements involved in illegal felling of forests, later it was also applied to those who are considered to be a threat to law and order.

Dr. Farooq Abdullah, a Srinagar MP and three-time Chief Minister in Jammu and Kashmir, was placed under house arrest by the administration as a precaution in his house at midnight on August 4 before implementing the Jammu and Kashmir Reorganization Bill on August 5. His son former Chief Minister Omar Abdullah was also taken into preventive custody that night. He is in preventive Custody at Hari Niwas.

Dr. Farooq Abdullah has been arrested by the state government under the PSA last night. According to this law, the person concerned is kept in preventive custody for two years without any hearing.
