This claim has been made in a magazine linked to the Islamic State of Iraq and Syria (ISIS). According to the Indian Express report, the name of the fidayeen attacker was Abdul Rahman Al Logan. It was told in the magazine that he was arrested in Delhi. He wanted to target Hindus in protest against the Indian government's action in Kashmir. The magazine has claimed that Abdul had killed more than 250 people including the Afghanistan blasts.
According to the magazine of the terrorist organization, Abdul came from Afghanistan and was living in the Lajpat Nagar area of Delhi with a room on rent. In 2017, security agencies got information about his links to Islamic State.
Security agencies arrested him and deported him to Afghanistan. Here the US Army detained Abdul and interrogated him severely. After the information received from him, the US forces destroyed many IS bases by running a search operation.
