The National Green Tribunal (NGT) on Tuesday directed the Central Pollution Control Board (CPCB) and all state pollution control boards not to allow new industries to emit hazardous pollutants unless such waste is released. Disposal facilities are not available.
The green panel directed the CPCB to recover compensation from those who caused continuous damage to the environment on the basis of the 'pollutant payment' principle as per its guidelines.
A bench headed by NGT Chairman Justice Adarsh Kumar Goel asked the CPCB to make arrangements to confirm the industries producing hazardous waste.
The bench directed the State Pollution Control Board to collect environmental compensation from industries that violate the standards.
The bench said, "The CPCB and the Pollution Control Board cannot allow any new industry that has the potential to produce hazardous waste until such waste disposal facilities are available."
The tribunal directed all state and union territories to submit compliance reports to the CPCB by 31 October 2020.
The National Green Tribunal (NGT) has imposed an interim fine of Rs 10 lakh on the Karnataka government for causing pollution in the Kithiganahalli lake near Bommasandra, a suburban area of Bengaluru.
NGT said that the authorities are committing crimes by not prohibiting the putting of polluting things in the reservoirs.
A bench headed by NGT Chairman Justice Adarsh Kumar Goel has also imposed a fine of Rs 5 lakh on Bommasandra Nigam Parishad for non-performance of duties.
"The failure of the Corporation Counsel in discharging its constitutional obligations and the apathy of the state authorities towards the orders of the NGT and the Supreme Court is being paid to the environment and public health," the bench said. To do this, there is a need to fix the accountability of guilty officers and take prompt action.
