The Ministry of Health, in its initial daily update, said that out of the new 451 cases, only one is a Singaporean citizen or permanent resident, while all others are foreign employees. Meanwhile, about 85,000 foreign construction workers living in public housing and private dwellings are being allowed to leave their homes on Tuesday, whereas the notice to stay in the house expired at 11.59 pm on Monday.

According to The Straits Times report, however, they would have to continue to follow the guidelines and only be allowed to go out for important tasks such as buying food. This ruling does not apply to construction workers living in temporary quarters on dormitories or construction sites. They have to wait till June 1. The movement was banned on April 20 as a precautionary measure.
